I am directed by the Minister of Munitions to refer to
6.AS your letter 52335/1918 of the lat November, enclosing a copy
of a telegram from the Officer Administering the Government
of Hong Kong, regarding the tin situation in Hong Kong. As
the Secretary of State for the Colonies is probably aware,
in order to prevent competition among purchasers on behalf
of the Allied Governments, the Inter-Allied Tin Agreement
provides that tin required for the allied countries shall be
purchased through one channel at each producing centre, but
there is no compulsion on producera to sell their tin, and
no fixed price is in contemplation. The price bid from time
to time by the Agent of H.M.Government will be based on the
price ruling in Singapore, and producere will be at liberty,
at their absolute discretion, to accept or refuse the price
bid.
